UBUNTU-CVE-2026-98013: Medium severity ubuntu/linux-hwe-edge vulnerability
In the Linux kernel, the following vulnerability has been resolved: net/sched: fqpie: clamp quantum in change path fqpiechange() accepts any quantum value from userspace, including 1. With a crafted size table qdiscpktlen reaches ~2 GiB, so quantum=1 makes the deficit-refill loop spin ~2^31 times under the qdisc lock (a soft lockup / denial of service). Add max(256U, ...) matching fqcodelchange(). Conditions to recreate the bug: CONFIGNETSCHFQPIE=y. Requires CAPNETADMIN (namespace-local via unshare -Urn suffices). tc qdisc add dev dummy0 root fqpie tc qdisc change dev dummy0 root fqpie quantum 1 stab data 32768 sizelog 15 celllog 0

Clamp the fq_pie quantum to a minimum of 256, matching fq_codel_change(), so userspace values such as quantum 1 are not accepted.
Linux kernel fq_pie qdisc quantum = minimum 256

Frequently Asked Questions
Who can exploit this issue?
An attacker needs CAP_NET_ADMIN. The capability can be obtained within a local user and network namespace using unshare -Urn, so systems that permit unprivileged user namespaces may expose this to unprivileged local users.
What configurations are affected?
The fq_pie traffic-control scheduler must be enabled in the kernel with CONFIG_NET_SCH_FQ_PIE=y. Exploitation also requires creating and changing an fq_pie qdisc on a network device.
What is the impact of successful exploitation?
A crafted qdisc size table combined with quantum 1 can cause the deficit-refill loop to run about 2^31 times while holding the qdisc lock. This can produce a soft lockup and denial of service.
What can be done if an update cannot be applied immediately?
Restrict CAP_NET_ADMIN and disable or limit unprivileged user namespaces where feasible. Avoid allowing untrusted users to create or modify fq_pie qdiscs, particularly with custom quantum and stab parameters.
