Q: What does an attacker need to exploit this issue?

The attacker needs an authenticated Gnocchi user account and a target resource UUID. The UUID may be known already or obtainable through enumeration.

Q: What cross-project impact is possible?

An attacker can create a metric associated with another project's resource through POST /v1/metric by supplying resource_id in the request body. This can allow injection of arbitrary measures affecting Aodh alarms and Heat scaling policies, potentially causing changes to OpenStack resources in the target project.
